Proposal for Skopje Spring Congress 2020 03 - 05 April 2020

The Skopje Spring Congress 2020 may decide:

Changing the UN Security Council

 Considering that:

  • The United Nations has succeeded with something unique; gathering nearly all countries of the world into one organisation with possibilities to negotiate and cooperate. One example of a project where the United Nations has succeeded is the global sustainability goals. 

  • The organisation has large difficulties getting countries to actually perform changes and that processes are often hindered by bureaucracy and veto rights. 

  • The veto right in the Security Council stops the possibilities to protect civilians in conflict areas, and it is far too easy for dictatorships to gain power, which we have seen e.g. in the Human Rights Council, with countries such as Eritrea, Saudi Arabia and United Arab Emirates, countries that do not respect human rights, having served as members. 

  • The United Nations has the potential to contribute to change, but for this to be possible, organisational changes to democratise the Security Council are required.  


Noting that: 

  • The United Nations is only what its Member States want it to be, and that the resources are limited to what Member States contribute with.

  • The United Nations has had internal troubles with corruption, and a tendency to sweep its troubles under the carpet. 


LYMEC calls for: 

  • Renew Europe and its Member Organisations to lobby for organisational changes to the Security Council in the form of the removal of the permanent seats, the removal of the right to veto and that decisions in the Council should be made with a majority.
