3In the event of major public health crises such as the Covid-19 outbreak this year, the production4and delivery of protective equipment, medication and vaccines is of utmost importance. 5Production is unevenly distributed geographically in the EU but a contagion ignores national 6borders and strikes all populations with equal impunity. It is therefore imperative that resources 7are distributed depending on need and solidarity. Nations should not unnecessarily hoard 8equipment or deny their neighbours medical resources produced within their own borders, by 9seizing materials intended for export. EU members should tackle public health crises with 10solidarity.
