The Skopje Spring Congress 2020 may decide:

1Surveillance in Hungary

3of Hungarian and Chinese government cooperation on surveillance that are significant to



  • 7The governments' interest in increasing surveillance in order to create safer public spaces
    8and prevent criminal actions
  • 9The fast-paced widespread of surveillance especially in China but also in the EU
  • 10that Human Rights can be diminished through the implementation of surveillance

11Considering that

  • 12Surveillance further establishes dictatorships (e.g. China)
  • 13Sensible data can be easily misused by governments
  • 14Individual privacy decreases tremendously
  • 15Democracies can be endangered by surveillance (e.g. hesitation to participate in
    16anti-governmental demonstrations)
  • 17Surveillance enables governments to be more powerful therefore personal freedom will
    18be endangered

19Recommends that

  • 20surveillance should be to banned from all protests and demonstrations
  • 21citizens should have the possibility to ask for deleting their own biometric data
  • 22data gained from the surveillance should be automatically deleted after one month if it is
    23not legally relevant
  • 24all processes and data gains involving surveillance should be transparent and all citizens
    25should have access to the data concerning them
  • 26before any data can be used judicial acceptance has to take place
  • 27every government body should only have access to a specific area of data in order to
    28protect personal freedom
  • 29surveillance should only be used for protection purposes
  • 30data protection should be fully covered by the law
